Tyler Winkelman, MD, MSc,
is Co-Director and a Principal Investigator of the HHCJ Lab. Dr. Winkelman is an internist and pediatrician and provides primary care at Hennepin Healthcare and the Hennepin County Jail. He studies issues at the intersection of criminal justice and health, with particular interest in Medicaid, substance use disorders, and health care utilization. Dr. Winkelman uses large data sets to understand health needs, cross-sector service use, and effects of Medicaid expansion for people impacted by the criminal justice system. He also is leading or involved in a number of clinical trials that aim to improve linkages to needed health care for people on release from jail. Dr. Winkelman is also a co-founder of the Minnesota Electronic Health Record Consortium and lead the Consortium’s COVID-19 Project, a statewide collaboration with the Minnesota Department of Health to track COVID-19 prevalence, testing, and vaccination among racial and ethnic groups, as well as people experiencing homelessness and/or incarceration. He completed his medical school and internal medicine/pediatrics residency training at the University of Minnesota Medical School. He obtained a master’s degree in health and health care research at the University of Michigan through the Robert Wood Johnson Foundation Clinical Scholars Program.
